Переход чиновников и госкорпораций на использование свободно распространяемых шрифтов продиктован, в том числе, и американскими санкциями. CNews писал, что в декабре 2018 г. Компания Monotype Imaging из США, которой принадлежат права на шрифты Times New Roman, Arial, Courier New и ряд других, отказалась предоставить лицензии на их использование в российском ПО. Отечественный софт в госсекторе в настоящее время постепенно вытесняет иностранный в рамках импортозамещения.

На момент введения запрета Times New Roman, созданный в США еще в 1932 г. Стэнли Морисоном (Stanley Morison) и художником Виктором Лэрдентом (Victor Lardent) был основным шрифтом, используемым, например, в российских вооруженных силах для составления служебных документов на листах формата А4. Об этом говорилось в разделе «Правила оформления служебных документов» в «Справочнике офицера» за 2017 г.

Сразу после запрета российские госучреждения получили методическое пособие, в котором детально разъяснялось, на что можно заменить «санкционные» шрифты. Авторы методички рекомендовали использовать отечественные или свободно распространяемые шрифты, максимально похожие на запрещенные, чтобы структура документов, созданных с использованием того же Times New Roman до введения запрета, в дальнейшем не искажалась. В числе рекомендуемых упоминались, к примеру, шрифты линейки PT Astra, созданные отечественной компанией «ПараТайп» по заказу российской ООО «РусБИТех-Астра», развивающей отечественную ОС Astra Linux.

В то же время, со слов Александра Харькова, использование госструктурами свободных шрифтов, не описанных в ГОСТе, приводило к тому, что документы, в которых они применялись, в итоге переставали соответствовать госстандарту и рисковали не пройти ведомственные согласования. Это и потребовало внесения упоминания свободно распространяемых шрифтов в ГОСТ.

Представители «РусБИТех-Астра» рассказали CNews, что первые шаги по направлению отказа от использования зарубежных шрифтов были сделаны за несколько месяцев до американских санкций декабря 2018 г. В середине мая 2018 г. Росстандарт скорректировал ГОСТ Р 7.0.97 «Система стандартов по информации, библиотечному и издательскому делу. Организационно-распорядительная документация. Требования к оформлению документов».

Из этого документа было исключено упоминание Times New Roman и других шрифтов Monotype Imaging. В свою очередь Росхархив утвердил примерную инструкцию по делопроизводству, на основании которой все органы госвласти разрабатывают собственные ведомственные инструкции, в которой также отсутствуют наименования этих шрифтов.

1 Times New Roman in Latex

The font Times New Roman or Times Roman is probably one of the best known fonts. Especially in universities, this font is regularly prescribed as the standard font for writing final theses. This is despite the fact that this font was originally developed for a newspaper. It is therefore more suitable for the typesetting of a multi-column document. In my opinion, the most probable reason for using this font instead of another one might be its popularity.

The following statements refer to the Adobe package available through mathptmx package Times Variant and the LaTeX standard font Computer Modern. With the exception of the sharp ß, only minor differences can be observed in the small letters. In the case of capital letters, the difference is even easier to recognize.

Also the representation of the letters K, Q and R differ very clearly. from each other. The presentation of the figures also differs significantly in particular the 2, 3, 5, 6 and 9 show easily recognizable differences. The amp sign (&) and the percentage sign (%) appear to be more upright in the standard font and are clearly different from their equivalents within the Times variant considered here.

1.1. include Times

The typeface is includeed via the already mentioned mathptmx package. There is also a times package, but its use is generally not recommended. Because it not only sets the serif font, but also the sans serif font and typewriter font. However, the sans serif font Helvetica is not adapted to Times and no suitable math font is included (see ). The mathptmx package only adjusts the serif font and provides the appropriate font for math (see ).

In the case, that also sans serif and monospaced fonts should be changed too, the corresponding packages for these fonts must also be included. In the following example Helvetica and Courier. For the scaling of Helvetica, the values 0.9 or 0.91 or 0.92 should be tried.

1.2 Size

Since, as mentioned earlier, the font was developed for printing newspapers, it is much narrower than, for example, Computer Modern. Depending on the amount of work and the font size set, this can lead to noticeable differences in the number of pages required. In my opinion, this effect should not be overestimated, since the use of the commands \newpage and \chapter, to name just two, can have a much greater influence on the page number. But you should keep these effect in mind.

The original drawings were made under Stanley Morison’s direction by Victor Lardent at The Times. It then went through an extensive iterative process involving further work in Monotype’s Type Drawing Office. Based on experiments Morison had conducted using Perpetua and Plantin, it has many old style characteristics but was adapted to give excellent legibility coupled with good economy. Переход начался

Проблемы с американскими шрифтами у российских компаний начались задолго до запрета на шрифты Monotype Imaging в декабре 2018 г.. Так, в конце 2016 г. все та же Monotype Imaging отказала «РусБИТех-Астра» в праве включить шрифты Times New Roman и Arial в состав дистрибутива Astra Linux. В качестве причины представители Monotype Imaging упомянули санкции США против российских компаний, сотрудничающих с Минобороны, а поводом для отказа, по данным «Коммерсанта», стало упоминание об участии разработчика Astra Linux в работе международного авиасалона МАКС.

Госкорпорации и организации начали переходить на российские шрифты, в том числе на упомянутое семейство PT Astra, в 2019 г. Например, согласно Росстандарту, первыми это сделали власти Ульяновской области в конце мая 2019 г. Использование PT Astra в госструктурах этого региона инициировано указом губернатора Ульяновской области №41 от 20 мая 2019 г.

Со временем Times New Roman исчезнет из всех государственных документов

В октябре 2019 г. CNews писал, что шрифты PT Astra Sans и PT Astra Serif, которые создатели назвали «полноценными аналогами зарубежных шрифтов, включая Times New Roman», вошли в состав российского пакета офисных программ «Мой офис». Это разработка компании «Новые облачные технологии», представляющая собой отечественный аналог американского Microsoft Office.

В конце ноября 2019 г. власти Москвы закупили 589 лицензий «Моего офиса» стоимостью 5,24 млн руб. Шрифты PT Astra Sans и PT Astra Serif теперь используются и Федеральной службой исполнения наказаний (ФСИН). В конце декабря 2020 г. ведомство приобрело около 6300 компьютеров российской сборки с предустановленными на них отечественными ОС «Альт рабочая станция 9» и офисным пакетом «Мой офис стандартный».

ГОСТ для российских шрифтов

Российские госорганы и все государственные корпорации получили рекомендации по использованию исключительно отечественных и свободно распространяемых компьютерных шрифтов при работе с текстом. По информации «Коммерсанта», эти рекомендации стали следствием изменений в ГОСТ, внесенными Росстандартом.

Под «свободно распространяемыми» подразумеваются шрифты, на использование которых не требуется лицензия.

На момент публикации материала изменения в ГОСТ были приняты пока только техническим комитетом системы разработки и постановки продукции на производстве, о чем изданию сообщил член технического комитета, старший научный сотрудник ГУБ НИЦ «Курчатовский институт» Александр Харьков. Он добавил также, что нововведение еще рассматривается в других инстанциях, но не уточнил, в каких именно.

Привычный всем Times New Roman оказался под запретом для российских госорганов

Действующая версия ГОСТа подразумевает использование шрифта Times New Roman, который может использоваться без лицензии только в американских ОС семейства Windows, Российский госсектор в рамках импортозамещения постепенно отказывается от использования иностранного ПО.

В 1931 году Морисон написал статью, в которой обвинил газету The Times в некачественной печати. Он обратился к Виктору Лэрденту, художнику из рекламного отдела Times, с просьбой помочь ему создать новый образец шрифта. В качестве образца Морисон использовал шрифт Plantin. Было решено изменить шрифт так, чтобы повысить удобочитаемость и сэкономить больше пространства.
